Former Senate Palace building in Tehran.

Former Senate Palace, Tehran.

The Senate Palace is used here as an image of institutional political deliberation, not as an endorsement of the political system that once occupied it. Designed by Iranian architect Heydar Ghiai, the building also records a confident modern architectural culture. Political traditions may compete; a democratic culture requires places and rules through which that competition can occur peacefully.
